How a Government Shutdown Disrupts Your Travel Plans: A Guide to Impacts on U.S. Aviation and National Parks

The federal government shutdown, triggered by a lapse in congressional funding, has immediate and escalating repercussions for travelers across the United States. While essential federal services like air traffic control and airport security continue, they operate under severe strain, leading to widespread efficiency issues that disrupt national travel infrastructure. These challenges are compounded by the closure and understaffing of federally managed natural and cultural sites, significantly altering the experience for tourists and locals alike.

Impacts on Air Travel: Delays and Staffing Strain

The most immediate effect for travelers is the mounting disruption within the nation’s air travel system. The lack of federal funding means that thousands of Transportation Security Administration (TSA) agents and air traffic controllers are legally required to work without pay, which creates a substantial mental and financial burden. Even the TSA website is not being actively managed due to limited staffing as a result of the government shutdown.

TSA and Air Traffic Control Worker Shortages

Though airport security checkpoints and control towers are staffed by personnel deemed “essential,” the emotional and financial pressure is a major concern. Transportation Secretary Sean Duffy noted in a public conference that the shutdown places a mental burden on air traffic controllers, forcing them to worry about financial obligations while managing airspace, according to a report from The Economic Times. As the lapse in funding continues, air travel experts have warned that strains on the system will begin to show as more unpaid workers call in sick, which historically leads to longer security screening lines at airports and increased flight delays, according to aviation expert Sheldon Jacobson, a professor at the University of Illinois Urbana-Champaign.

Suppose air traffic control facilities struggle due to staffing issues. In that case, the Federal Aviation Administration (FAA) is forced to implement “flow control programs” to reduce the rate of takeoffs and landings to maintain safety, leading to flight cancellations and major delays at busy airports across the nation, according to a statement from Secretary Duffy. Numerous major hubs, including those in Nashville, Chicago, and New York, have already reported staffing issues, temporarily slowing takeoffs for bound flights, according to the FAA. Furthermore, vital background safety activities, such as weather and cybersecurity services that feed information to the TSA, may be paused during the funding lapse, according to Sara Nelson, president of the Association of Flight Attendants.

Disruptions to Outdoor Recreation and Heritage Sites

For domestic and international visitors planning to experience America’s natural beauty and history, the government shutdown introduces considerable uncertainty regarding park access and services. The National Park Service (NPS) furloughs a substantial portion of its workforce during a funding lapse, with approximately sixty-eight percent of its workforce affected, according to a contingency plan released by the agency.

National Park Staffing Shortages and Limited Services

Under current NPS contingency plans, many national park units remain at least partially accessible to the public, though doors are locked at most facilities, including visitor centers. Staffing is kept to a bare minimum—only the amount necessary for the protection of life, property, and public health, meaning most park operations and visitor services cease. According to the NPS plan, services that will not be provided include collecting trash, operating restrooms, maintaining roads, issuing permits, or conducting educational programs.

The lack of adequate National Park Service staff leaves historical sites and natural areas vulnerable. Reports from previous shutdowns, such as the one in 2018–2019, documented severe resource damage, including the vandalism of cultural sites, destruction of natural features at locations like Joshua Tree National Park, and critical sanitation issues from overflowing human waste and trash, according to the National Parks Conservation Association.

National Recreation Areas and Landmark Closures

The shutdown’s impact extends beyond national parks to national recreation areas and other federal landmarks. Open-air memorials and national parks, such as those along the National Mall in Washington, D.C., are generally physically accessible, but all support services are suspended. Meanwhile, some facilities are required to close entirely. For example, sites that can be physically secured, such as campgrounds and visitor centers with gates or locks, are typically closed for the duration of the lapse. The temporary closure of cultural institutions like the Smithsonian museums further reduces options for visitors, according to Washington.org. Ultimately, closures are determined on a location-by-location basis, creating confusion and uncertainty for tourists planning their trips across the country.
